With the gradual popularization of new energy electric vehicles, the number of public charging piles supporting them is also increasing year by year. The charging pile involves the amount of electric energy and the settlement of electricity charges, and whether its measurement value is accurate is directly related to the vital interests of the majority of electric vehicle owners. To this end, from January 1, 2023, the state will implement mandatory verification of electric vehicle charging piles/machines used for trade settlement to ensure accurate metering and billing of charged electric energy.
For a long time, Zhejiang Provincial Metrology Institute has been actively exploring a new mode of electric vehicle charging pile work. As a member of the National Electric Vehicle Charging Pile OIML International Guidelines Working Group, the National Electric Energy Working Group was organized to collect opinions on OIML G EVCS V022B. In September this year, the international guide for electric vehicle charging piles (EVSE) OIML G22 was officially released, providing a guiding technical document for the type definition, technical requirements and test methods of charging piles in various countries around the world. Among them, the twenty technical opinions put forward by the Provincial Metrology Institute in virtual load testing, electromagnetic compatibility current test points and waveform tests have been adopted, which also makes the Provincial Metrology Institute issue the "Voice of Zhejiang" in the formulation of international recommendations, helping China's charging pile industry to enter the road of orderly standardization and international development. In addition, in order to meet the green travel needs of the Hangzhou Asian Games, the Zhejiang Marketing Service Center of the Provincial Metrology Institute provided charging pile measurement technology support for the Hangzhou Asian Games, and carried out on-site sampling inspection of electric vehicle charging piles/machines in the Asian Games Village to provide energy guarantee for the Green Asian Games.
With the release of JJG 1148-2022 "Electric Vehicle AC Charging Pile (Trial)" and JJG 1149-2022 "Electric Vehicle Non-on-board Charger (Trial)", the Provincial Metrology Institute took the "Zhejiang Metrology Lecture Hall" as the carrier to publicize the verification regulations to all measurement technology institutions, power systems, charging pile equipment and facilities related production enterprises, new energy operation and maintenance enterprises, etc. in the province through online meetings, on the one hand, so that everyone has a more intuitive understanding of the on-site verification of charging piles/machines. On the other hand, it also helps everyone understand and master the new changes, technical points and operational precautions of charging pile/machine measurement verification, and lays the foundation for the smooth implementation of the compulsory verification of charging pile/machine in our province on January 1, 2023.
Zhejiang Provincial Metrology Institute also sent technical experts to State Grid Zhejiang Electric Power Company to carry out two sessions of the "2022 Electric Energy Measurement Verification Regulations Training Course", and continued to carry out technical interpretation of the new regulations for electric vehicle charging piles for personnel of various municipal branches of Zhejiang Electric Power Company. Organize experts from relevant technical institutions and electric vehicle facility certification standard manufacturing enterprises to carry out technical exchanges on the compulsory verification of electric vehicle charging facilities, exchange and discuss the main problems and solutions in the compulsory verification of electric vehicle charging facilities, clarify the scope and verification methods of electric vehicle charging facilities, and form written implementation rules for the compulsory verification of electric vehicle charging piles/machines, and fully promote the verification of electric vehicle charging piles/machines.
