On December 6, the Development and Reform Commission of Hebei Province issued a notice on matters related to the charging and swapping price policy for electric vehicles, which pointed out that the power grid enterprises should directly report the electricity consumption of commercial centralized charging and swapping facilities with a capacity of 315 kVA and above, implement the two-part system of industrial and commercial electricity prices, and exempt the basic electricity fee by the end of 2025. If the voltage level is less than 1 kV is connected, it shall be implemented according to the 1-10 kV electricity price standard of the two-part system of industry and commerce.

Development and Reform Commission (Bureau) of each city (including Dingzhou and Xinji City), Xiong'an New Area Reform and Development Bureau, State Grid Hebei Electric Power Co., Ltd., State Grid Jibei Electric Power Co., Ltd.:
According to the relevant provisions of the National Development and Reform Commission on the electric vehicle electricity price policy, combined with the actual situation of our province, the relevant matters of the electric vehicle charging and swapping price policy are hereby notified as follows.
First, the electricity price of electric vehicle charging and replacement facilities
(1) Directly report to the power grid enterprise the electricity consumption of centralized charging and swapping facilities with a capacity of 315 kVA and above (identified according to the business license), implement the two-part system of industrial and commercial electricity prices, and waive basic electricity fees before the end of 2025. If the voltage level is less than 1 kV is connected, it shall be implemented according to the 1-10 kV electricity price standard of the two-part system of industry and commerce.
(2) Other charging and swapping facilities (including charging and swapping facilities that have not been directly reported to power grid enterprises) shall implement classified electricity prices according to the site where they are located. The electricity consumption of charging and swapping facilities set up in party and government organs, enterprises and institutions and social public parking lots shall be subject to the corresponding electricity price with reference to the nature of the main electricity consumption; Electricity consumption by charging and swapping facilities set up in residential homes, residential quarters, and non-resident users who implement residential electricity prices, and the combined electricity prices of metered users in residential electricity prices; Other charging and swapping facilities implement industrial and commercial electricity prices of corresponding voltage levels, of which industrial and commercial two-part electricity prices with a connection capacity of 315 kVA and above are implemented.
(3) The peak-valley time-of-use electricity price policy shall be implemented for the electricity consumption of electric vehicle charging and swapping facilities. Encourage electric vehicles to charge during the trough period of power system consumption, improve the efficiency of power system utilization, and reduce charging costs.
Second, electric vehicle charging and replacement service fees
Electric vehicle charging and swapping facility operators may charge electric vehicle users charging and swapping service fees to supplement the operating costs of battery swapping facilities. Electric vehicle charging and swapping service fees are formed by market-oriented mechanisms.
The above regulations will be implemented from January 1, 2023. If there is any previous inconsistency with the provisions of this notice, it shall be implemented in accordance with the provisions of this notice. Where the State has other provisions, they shall be implemented in accordance with the relevant provisions of the State.
