In order to accelerate the construction of charging infrastructure in Sichuan, support the development of the new energy vehicle industry, and vigorously promote the construction of charging infrastructure (including battery exchange facilities) in the province, 13 relevant departments including the Provincial Development and Reform Commission and the Provincial Energy Bureau formulated and issued the Implementation Plan for Promoting the Construction of Electric Vehicle Charging Infrastructure in Sichuan Province. (hereinafter referred to as the Plan).
When the "Plan" elaborates on the development goals of Sichuan's charging infrastructure, it is mentioned that by 2025, 200,000 charging facilities will be built in the province, basically achieving "full coverage of counties and counties" of electric vehicle charging stations and "full coverage of townships and townships" of electric vehicle charging piles.
Among them, in the charging infrastructure demonstration area represented by Chengdu, the ratio of public (special) charging facilities to electric vehicles is not less than 1:6, the ratio of residential community charging facilities to private electric vehicles is not less than 1:5, and the service radius of public charging facilities in urban core areas is not more than 1 km.
Development goals
In 2025, the province's charging stations will be "fully covered by counties and counties"
By 2025, the province will build 200,000 charging facilities, basically achieving "full coverage of counties and counties" of electric vehicle charging stations and "full coverage of townships and townships" of electric vehicle charging piles.
The Plan mentions five key tasks, namely:

The charging infrastructure represented by Deyang, Mianyang, Nanchong, Yibin, Meishan and Ziyang is ahead of the development of areas
The ratio of public (specialized) charging facilities to electric vehicles is not less than 1:10, the ratio of residential community charging facilities to private electric vehicles is not less than 1:8, and the service radius of public charging facilities in urban core areas is not more than 1.5 kilometers.
Charging infrastructure is a rapidly developing area represented by Zigong, Luzhou, Guangyuan, Suining, Leshan, Guang'an and Dazhou
The ratio of public (special) charging facilities to electric vehicles is not less than 1:12, the ratio of residential community charging facilities to private electric vehicles is not less than 1:10, and the service radius of public charging facilities in urban core areas is not more than 2.5 kilometers.
The charging infrastructure represented by Panzhihua, Neijiang, Bazhong, Ya'an, Aba, Kardze and Liangshan is actively developing areas
The ratio of public (special) charging facilities to electric vehicles in urban core areas is not less than 1:16, the ratio of residential community charging facilities to private electric vehicles is not less than 1:12, and the service radius of public charging facilities in urban core areas is not more than 6 kilometers.

Many innovative measures to solve the "difficulty" of charging
In the "Plan", many innovative measures point to clearly covering the residential community charging facility network, intercity fast charging facility network is insufficient, etc., the current pain points and shortcomings that restrict the difficulty of charging new energy vehicles will undoubtedly bring great benefits to the new energy vehicle industry.
Accelerate the promotion of the network of charging facilities in residential communities
The Plan encourages cities (prefectures) to carry out pilot projects of "unified construction and unified operation" residential communities; Encourage qualified charging construction and operation enterprises to cooperate with residential community management units, accept the entrustment of owners, and carry out the "unified construction and operation" of residential community charging facilities; Encourage new models such as "nearby parking space sharing" and "multiple vehicles, one place".
100% of the fixed parking space charging facilities in newly built residential communities are reserved for the installation conditions of charging facilities and the capacity increase space of power distribution and transformation facilities. The housing department will include the construction of charging infrastructure into the scope of renovation of old communities, and coordinate and promote the transformation of old urban communities and the construction of existing urban residential communities to make up for shortcomings.
Centralized construction of old communities where residents are willing to transform and have conditions, and other communities can adopt district-style, relatively concentrated, nearby construction and other methods according to the actual situation, and build public charging parking spaces according to a proportion of not less than 10%, and establish a time-sharing mechanism for charging parking spaces to create conditions for users to charge.
Make every effort to build a network of intercity fast charging facilities
Priority will be given to the deployment of charging infrastructure in the operating highway sections such as the Chengdu-Chongqing Shuangcheng Economic Circle, the Passage out of the Province, the Chengdu Ring Road and the Radiation Line, and the coverage rate will reach 100% by the end of 2023.
The charging infrastructure and supporting special parking spaces in the new highway service area will be included in the special planning of the service area, designed together with the service area, and constructed and put into operation at the same time. The proportion of parking spaces for charging facilities is not less than 10%, and the remaining parking spaces are reserved for installation.
Accelerate the completion of the shortcomings of charging infrastructure of ordinary national and provincial trunk highways, transportation hubs, and tourist highways, and the coverage rate of charging infrastructure of major economic trunk lines will reach 50% by the end of 2024, and the coverage rate of charging infrastructure of important transportation hubs will reach 80%.
Optimize the layout
Urban and rural public area charging networks improve supply capacity
Further optimize the layout of the public charging network in the central urban area
In principle, the proportion of DC piles in public parking lots charging facilities in urban complexes, large shopping malls, commercial buildings, supermarkets, hotels, hospitals, cultural and sports venues, tourism distribution centers and other population agglomeration areas shall not be less than 15%.
Accelerate the completion of the shortcomings of charging infrastructure construction in counties and townships
In accordance with the relevant requirements for comprehensively promoting rural revitalization, combined with the promotion of urbanization construction with county towns as an important carrier, coordinate the layout of public charging facilities in population concentration areas, personnel gathering places, county seat passenger stations, township passenger transport centers and other places with conditions.
Build and improve the internal charging network of special areas
Accelerate the construction of corresponding proportions of charging facilities or reserve construction and installation conditions in internal parking lots of party and government organs, enterprises and institutions, industrial parks, scenic spots, etc., to meet the charging needs of official cars, employees' private cars, and tourist special line vehicles.
Encourage the opening of conditional internal charging infrastructure to the outside world to further improve public charging supply capacity.
By 2025, in principle, no less than 20% of existing parking lots will be equipped with exclusive new energy charging parking spaces
State-owned asset management departments and organ affairs management departments take the lead in promoting party and government organs, public institutions, and state-owned enterprises to set up exclusive new energy charging parking spaces in new parking lots from 2022 onwards, in principle, not less than 20%.
Encourage other social groups and enterprises to build internal charging facilities with reference to the above standards.
The construction of charging infrastructure is included in the scope of energy conservation and emission reduction assessment and rewards, and the charging capacity of charging facilities is not included in the unit energy consumption
The competent departments of scenic spots, development zones and logistics parks will promote the establishment of exclusive new energy charging parking spaces in various tourist attractions, resorts, development zones and logistics parks, and by 2025, the DC pile allocation rate of public parking lots such as A-level tourist attractions, resorts, high-tech industrial development zones, economic and technological development zones, and logistics parks shall not be less than 10% in principle.
