This is the data that Shanghai new energy automobile industry is expected to achieve in 2025. On October 13, it was learned from the press conference held by the Shanghai Municipal Government that with the participation of relevant commissions, Shanghai transportation-related enterprises, scientific research institutes and the general public, the "Shanghai Transportation Development White Paper (2022 Edition)" was completed in three years. How can Shanghai's green transportation system be further improved? How can the new energy vehicle and intelligent connected vehicle industry be further developed? At the press conference, the answers to these questions were revealed.
The average commute time in Central City is controlled to less than 45 minutes
The Shanghai Transportation Development White Paper (2022 Edition) is a guiding document for Shanghai's transportation development in the next ten years, an "action guide" to promote Shanghai's transportation work, and a "proposal" to promote social co-governance in the transportation field. The overall framework of the white paper can be summarized as "1+3+12", that is, 1 overall goal, 3 strategic orientations, and 12 policy orientations.
The first overall goal is to build high-quality integrated transportation in an international metropolis that is "people-oriented, efficient, intelligent, green and resilient", and lay a solid foundation for building a strong transportation city that is "satisfactory to the people, strong in security and world-leading".
Among them, "people-oriented" means "people-oriented". In the next ten years, Shanghai should better implement the important concept of people's city, make transportation more convenient and more abundant, control the average commuting time in the central city within 45 minutes, and further reduce the proportion of the population with extreme commuting (more than 60 minutes). At the same time, the friendliness of all ages has been significantly improved, and traffic order and safety have been significantly improved.
"Efficient" means "putting results first". In the next ten years, Shanghai will build a comprehensive transportation system that integrates into the main framework of the national transportation network, supports the integration of transportation in the Yangtze River Delta region, coordinates with Shanghai's urban spatial layout, and integrates development in various ways, so as to achieve 2-hour access to major cities in the Yangtze River Delta and 1.5 hours to major cities in the Shanghai metropolitan area.
"Wisdom" means "wisdom as the foundation". In the next ten years, Shanghai will basically build an intelligent transportation system of "intelligent transportation infrastructure, transportation automation, traffic service housekeeping, and traffic governance twin", and fully realize the "one-ticket system" for travel, "one single system" for freight, and "one-code pass" for payment.
"Green" means "with a green base". In the next decade, Shanghai's green travel system will be more sound, and the proportion of green transportation (rail transit, buses, ferries, bicycles and walking) in the central city will not be less than 75%. The freight structure should be more optimized, the proportion of new energy and clean energy applications should be significantly increased, and the impact of the transportation ecological environment continued to improve.
"Resilience" means "based on resilience". In the next decade, Shanghai should dynamically adapt to the impact of external disturbances such as natural disasters, climate change, and public health events on the transportation system, build a more resilient and adaptive infrastructure and transportation service system, significantly improve emergency response and rapid recovery capabilities, and ensure the normal operation of urban transportation and the smooth flow of international and domestic logistics supply chains.
L3 vehicles account for more than 70% of new car production
According to Tang Wenkan, deputy director of the Shanghai Municipal Commission of Economy and Information Technology, Shanghai will comprehensively build a smart transportation and green transportation system. In the field of digitalization, Shanghai will fully promote the construction of vehicle-road coordination. At present, Shanghai has opened 1,299 kilometers of intelligent networked vehicle test roads; 110 kilometers of vehicle-road coordination roads have been completed, and 280 kilometers will be added in the near future, and the coordination rate of backbone roads and roads will reach 100% in key areas such as Shanghai Jiading Anting, Shanghai Lingang Industry City Integration Zone, and Shanghai Pudong Jinqiao, and strive to create more than 10 "vehicle, road, network, and cloud" collaborative application scenarios such as unmanned buses and unmanned distribution.

Shanghai will also make every effort to promote the integration of transportation services, deepen the construction of Travel-as-a-Service (MaaS) system, promote the "three-code integration" of Suishen code, bus code and subway code, provide "one-code smooth travel" service for Shanghai citizens' public transportation, and gradually expand to travel scenarios such as business travel and culture, and promote the establishment of an integrated travel ecosystem in the Yangtze River Delta. At present, it has been connected to 4,700 parking lots and 1 million public parking spaces in the city, and plans to cover all municipal third-class hospitals by the end of the year, and will comprehensively improve the citizen experience in scenarios such as hospital parking reservations, community peak sharing, and smart parking lots. To promote the taxi "one-click ride-hailing" application to help the elderly request a car, 500 points have been built, and the layout will be increased and improved in the future.
In the future, Shanghai will strengthen institutional guarantees, introduce normative standards, and promote the commercial trial operation of highly autonomous intelligent vehicles in specific scenarios. Relying on the legislative advantages of Pudong, promote the gradual commercial operation of unmanned driving in specific areas.
Shanghai's output value of new energy vehicles will exceed 350 billion yuan in 2025
Tang Wenkan introduced that by 2025, the annual output of new energy vehicles in Shanghai is expected to exceed 1.2 million units, and the output value of new energy vehicles will exceed 350 billion yuan, accounting for more than 35% of the output value of Shanghai's automobile manufacturing industry.
Shanghai will strengthen the promotion and application of new energy vehicles in the future. In 2025, pure electric vehicles will account for more than 50% of newly purchased vehicles, and new energy such as buses and cruise taxis will account for more than 80%; Promote the demonstration application of hydrogen fuel cells in the fields of public transport and sanitation, and strive to reach 10,000 vehicles by 2025.
In the future, Shanghai will also improve infrastructure facilities to improve the scale, operation quality and service convenience of charging and swapping facilities. In 2025, 760,000 charging piles and 300 exchange stations will be built, with a vehicle-pile ratio of no more than 2:1; the layout of hydrogen refueling stations will be moderately advanced, and more than 70 hydrogen refueling stations of various types will be completed and put into use, achieving full coverage of key application areas.
In addition, Shanghai will deepen policy guidance in the future.
