In order to accelerate the high-quality development of Guiyang Guian's new energy vehicle industry and the construction of charging and swapping infrastructure, meet the growing demand for charging and swapping of urban and rural residents, promote the promotion and application of new energy vehicles, and help achieve the national goal of "carbon peak and carbon neutrality", according to the Opinions of the State Council on Supporting Guizhou to Blaze a New Path in the Great Development of the Western Region in the New Era (Guo Fa [2022] No. 2) and the Notice of the General Office of the State Council on Printing and Distributing the New Energy Vehicle Industry Development Plan (2021-2035) (Guo Ban [] 2020] No. 39), the Implementation Opinions of the National Development and Reform Commission and Other Departments on Further Improving the Service Guarantee Capacity of Electric Vehicle Charging Infrastructure (Fa Gai Energy Regulation [2022] No. 53), the 14th Five-Year Plan for the Development of New Energy Vehicle Industry in Guizhou Province, and the Action Plan for Promoting the High-quality Development of New Energy Battery and Materials Industry in Guizhou Province in 2022, combined with the actual conditions of Guiyang and Guian, formulate this implementation plan.


First, the general idea


Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply implement the spirit of General Secretary Xi Jinping's important instructions on Guizhou's work, conscientiously implement the national requirements on accelerating the construction of new infrastructure and promoting green development, fully implement the national and provincial new energy vehicle and battery industry development strategy deployment, focus on key issues such as efficient utilization of mineral resources, accelerated construction of industrial ecology, and continuous improvement of travel conditions, with investment-driven as the traction, scenario-driven as the direction, and industry-driven as the focus. With smart linkage as a breakthrough, policy promotion as the starting point, and scientific and technological innovation and factor guarantee as the support, promote the high-quality and sustainable development of the new energy vehicle and battery industry chain, improve the supporting charging and battery infrastructure, improve the level of intelligent management, increase the promotion and application of new energy vehicles, build an ecosystem of deep integration of "vehicle, electricity, pile (station), network and landscape", gather new energy advanced manufacturing advantageous industries with efficient modern energy service industry, and form a unique model of "electric Guiyang" with distinctive characteristics and outstanding advantages. Realize the development trend of Guiyang pilot, Guizhou demonstration and national expansion, and promote the high-quality development of "electric Guiyang" through the "five movements" synergy.

2. Development goals


In 2022, we will comprehensively carry out the construction of "Electric Guiyang", accelerate the implementation of new energy vehicles and power battery industry projects, establish and improve the industrial chain, clarify the principles of charging and swapping facilities, formulate the layout plan of charging and swapping facilities, orderly carry out the construction of charging and swapping facilities, build an intelligent management platform for charging and swapping facilities, access the first batch of core functions, strengthen the promotion and application of new energy vehicles, and promote the electrification transformation of key scenarios such as mines and urban transfers.


In 2023, the construction of "Electric Guiyang" will achieve a new breakthrough, striving to achieve new energy vehicle production capacity of more than 300,000 units, new energy battery production capacity of more than 80GWh, more than 1,500 new charging and swapping facilities (including no less than 100 power exchange stations) in the city, further improving the function of intelligent management platform, and more than 35,000 new energy vehicles newly registered throughout the year.


In 2025, the construction of "Electric Guiyang" will achieve remarkable results, the new energy vehicle and battery industry will form a high-quality development trend, the charging and replacement facilities will be reasonably laid out, convenient to use, the intelligent management level will be at the leading level in China, and the penetration rate of new energy vehicles will be further improved. Strive to achieve the output of new energy vehicles exceeding 300,000 units, the output value exceeding 50 billion yuan, and striving for 80 billion yuan; The production capacity of new energy batteries and materials exceeded 100GWh, the output value exceeded 150 billion yuan, and strive for 200 billion yuan; The city's charging and swapping infrastructure exceeded 10,000; A highly coordinated intelligent infrastructure of "human-vehicle-road-cloud" has been initially completed, and medium and high-level intelligent networked vehicles have realized the commercial application of specific environments. The number of new energy vehicles in the city exceeded 200,000.


3. Main tasks


(1) Highlight investment promotion


Increase industrial investment. Priority is given to recommending and supporting new energy vehicle and battery projects to apply for the provincial special fund for industrial and information development, the provincial new industrialization development fund and other special projects. Give full play to the role of Guiyang industrial development fund pool and fund, unite with leading industrial enterprises, establish a new energy vehicle and battery industry sub-fund with a scale of 10 billion yuan by leveraging social capital, take innovation and demonstration as the standard, improve the new energy industry chain and ecological value chain of Guiyang Guian through the model of market-oriented professional investment and capital investment, and expand and strengthen the industrial cluster with new energy vehicles and batteries as the dual core. Focus on the construction requirements of power exchange stations, clarify the entry threshold, and the first batch of demonstration enterprises to build power exchange stations shall not be less than 30. In order to alleviate the pressure of heavy asset investment, effectively attract social capital and bank credit, support the provincial and municipal levels of relevant industry guidance funds to inject capital, support entities that meet the conditions for applying for special bonds to increase the application and utilization of special bonds, and support advantageous enterprises to build charging and swapping infrastructure. Strengthen operational investment management. Support powerful enterprise groups such as Guiyang Industrial Control Group to establish Digital Energy Asset Management Co., Ltd. (tentative name), prioritize the supply of battery assets for the "electric Guiyang" industrial ecology and provide 100 billion-level BAAS battery leasing services (i.e. "battery bank", first, to reduce the cost of car purchase, second, to reduce operational pressure, third, to realize the unified management of battery assets to improve safety and economy), responsible for the investment of heavy assets related to the ecology of the new energy industry and the introduction of credit, land, electricity and other element resources; Support Digital Energy Asset Management Co., Ltd. and new energy vehicle operators to establish a new energy vehicle operation platform in the form of SPV funds, responsible for providing travel and transportation solutions; Support Digital Energy Asset Management Co., Ltd. to accelerate the innovation of financing methods, accelerate the integration with domestic and foreign capital markets, and explore ABS (asset securitization), REITS (real estate investment trust), green financial leasing and other products in a timely manner to broaden financing channels. Digital energy asset management demonstration project. Establish Digital Energy Asset Management Co., Ltd., take energy asset management and industrial ecological investment as the starting point, coordinate the industry to layout battery replacement and energy storage scenarios through battery life cycle management, link and open up the whole industry chain of new energy batteries such as new energy vehicles, new energy energy storage, echelon utilization, recycling and recycling, timely invest in the layout of intelligent and service-oriented links, and realize the scale of new energy services by scenario.


Digital City Freight Intelligent Dispatching Demonstration Project. Based on key scenarios such as freight transactions, right-of-way management, vehicle-electricity separation, and battery banking, we empower urban freight with technical architecture and data AI, build a digital urban freight comprehensive service platform, accurately locate transportation nodes through Internet of Vehicles technology, realize free public services such as visual intelligent supervision and intelligent right-of-way allocation for the government, and provide enterprises with value-added services such as efficient capacity scheduling management, urban freight business matching, and vehicle replenishment planning.


Passenger car rechargeable and exchangeable demonstration project. The introduction of rechargeable and changeable passenger car production lines has driven the development of new energy three electric software and hardware, intelligent networking, automatic driving, body, chassis, electronic appliances, simulation analysis, process engineering, concept modeling, trial production testing, production control and other fields, and launched new energy models with both economy and intelligent driving experience.


Rechargeable and replaceable demonstration project for commercial vehicles. Introduce rechargeable and exchangeable commercial vehicle production lines, gather the top talent team of international first-line commercial vehicles and new energy tracks, realize the "cargo-vehicle-warehouse" connection through the three-way linkage of electrification, intelligence and networking, create a smart logistics ecological network, and realize the operation mode of one person with multiple vehicles through the landing of autonomous driving technology, promote the landing of RoboTruck (driverless truck) in a timely manner, and improve the overall operational efficiency.


Shared mobility demonstration project. Cooperate with the shared travel platform, cooperate with automakers to promote the application and promotion of rechargeable and exchangeable vehicles, support the battery swap ecology with travel services, promote the promotion and demonstration of the car shop separation model, guide private cars to use charging and swapping services, and promote the implementation of RoboTaxi (driverless passenger cars) in a timely manner.


Mobile energy operation demonstration project cluster. Focus on bulk material transportation and urban heavy truck transportation, and simultaneously excavate short-fall scenarios such as mines, thermal power, aluminum plants, ports, and muck to greatly improve logistics efficiency; In response to the call of green city distribution policy, take the economic development belt (small intercity) as the scene to realize the full electrification of logistics scenarios and reduce transportation costs; Relying on the mobility platform, large-scale promotion of the application of ride-hailing, shared travel and battery swapping modes in the private sector.


New energy and energy storage development and smart operation demonstration project. Through the development, investment, operation and maintenance of new energy and energy storage, explore the development of urban photovoltaic storage and echelon battery energy storage projects, establish a smart energy operation platform, empower various resources, participate in the demand and allocation of power systems, combine demand response, electricity market-oriented trading, virtual grid and other application scenarios, use digital tools and digital products to build new energy value and capability models, and gradually form a comprehensive integrated solution for construction, production, operation and maintenance, sales, recycling and other aspects of green energy.


Pouch battery demonstration project. Introduce the headquarters of the pouch battery team to Guiyang, set up an advanced battery and materials research and development center, drive upstream and downstream enterprises and core talents in the new energy industry to settle in, and develop and produce safe, high-performance power batteries and energy storage batteries that meet the urgent needs of the market with the advantages of pouch batteries.


Battery life cycle management demonstration project. Introduce battery enterprises and advanced battery operation and maintenance management service providers with international leading battery manufacturing experience, as independent third-party technical forces, cooperate with various industries to land digital energy (battery bank) projects, accurately grasp the battery status, analyze the abnormal thermal runaway risk of batteries, and provide the best charging and swapping operation and maintenance management solutions for improving the effective utilization rate of battery assets through battery asset management analysis throughout the life cycle and residual value evaluation of echelon regeneration.



(2) Build a scenario driven


Improve the spatial layout of facilities. Strengthen the connection with land space planning, power grid planning, land supply planning, etc., closely combine the charging and replacement needs of different models and different scenarios, scientifically and reasonably determine the spatial layout and construction scale of charging and swapping infrastructure, and the Municipal Development and Reform Commission and relevant units will prepare the layout plan of Guiyang Guian public charging and swapping stations. Give priority to the use of existing charging stations, parking lots and other existing site resources to accelerate the construction of replacement stations. By the end of 2022, the space planning layout plan of Guiyang Guian public charging and swapping facilities will be formulated. Promote infrastructure construction. Make full use of social resources, build charging and swapping facilities through market-oriented means, accelerate the construction of residential areas, public parking lots, highways and national and provincial highways, tourist attractions and distribution centers, units and parks, and mine charging and swapping infrastructure, establish and improve the charging and swapping network of Guiyang and Guian, and effectively meet the needs of new energy vehicle charging and swapping services. 1. Promote the construction of charging infrastructure in residential communities. Newly built residential communities shall be equipped with charging infrastructure at a rate of not less than 10% of parking spaces, and 100% of the installation conditions shall be reserved, and power supply facilities such as pipelines and bridges shall be built to the parking space to meet the needs of direct meter installation. Existing residential communities need to combine the renovation of old urban communities, and if they have installation conditions, a certain proportion of public charging parking spaces should be built to meet the charging needs of residents through new models such as "nearby parking space sharing" and "multiple vehicles and one pile".


2. Improve the construction of charging infrastructure in public parking lots. Promote the construction of charging facilities in existing large-scale urban complexes, shopping malls, supermarkets, cultural and sports venues, hotels, transportation hubs, urban roads and other public parking lots. Charging facilities shall be built in the proportion of parking spaces for new large-scale public buildings, social public parking lots, and parking lots for public cultural and entertainment venues. Build a charging and swapping integrated sharing station within the range of the high-speed around the city.


3. Strengthen the layout of charging networks in counties and townships. In accordance with the relevant requirements of comprehensively promoting rural revitalization, combined with the promotion of urbanization construction with county towns as an important carrier, accelerate the completion of the shortcomings of county and township charging infrastructure construction, and accelerate the realization of "full coverage of counties and counties" of electric vehicle charging and swapping stations and "full coverage of townships and townships" of small charging piles. Priority is given to the allocation of public charging facilities in enterprises and institutions, commercial buildings, transportation hubs, public parking lots and other places.


4. Accelerate the effective coverage of highways, national and provincial highway charging and swapping networks. Encourage the service area of the Guiyang section of the expressway to build charging and swapping facilities by itself or in cooperation with third parties, and by 2025, the coverage rate of charging and swapping facilities in the expressway service area will not be less than 80%. Accelerate the construction of charging and swapping infrastructure on national and provincial highways, rely on intercity and suburban passenger highways, organically integrate with tourist lines, make full use of existing land resources, and build intercity fast charging and battery swapping networks along the route.


5. Accelerate the construction of charging and swapping infrastructure in tourist attractions and distribution centers. Tourist attractions above grade A in the city should combine the number of tourists received and the demand for charging and replacing electricity, and build charging and swapping facilities in commercial vehicle parking lots and public parking lots in scenic spots. By the end of 2023, the city's 4A-level or above tourist attractions or tourist distribution centers will be equipped with charging facilities according to the needs of tourists and the construction conditions of parking lots.


6. Improve the charging guarantee of the unit and the park. Government agencies, enterprises and institutions, industrial parks and other internal parking lots shall accelerate the construction of corresponding proportional charging facilities or reserve construction and installation conditions. Encourage qualified units and charging piles inside the park to open to the outside world to improve the public charging supply capacity.


7. Promote the integration of oil, gas and electricity transportation energy facilities. Accelerate the implementation mechanism of the integration of oil, gas and electricity, and the construction of a corresponding number of charging infrastructure or exchange stations should be planned and constructed simultaneously for new refueling (gas) stations, and the planning and construction of charging and swapping infrastructure should be included in the scope of project approval and acceptance, and the design, construction and acceptance of the main building should be synchronized. Accelerate the construction and transformation of charging and swapping infrastructure at existing refueling (gas) stations, and by the end of 2023, the city's qualified refueling (gas) stations will basically achieve full coverage of charging and swapping infrastructure. Create key commercial scenarios. Relying on key enterprises such as Phosphating Group, Chalco Group, and Mining Energy Group, focusing on scenarios such as mines and urban transshipment, we will promote the electrification transformation of mining vehicles, muck trucks, concrete mixer trucks and other fields; New energy vehicles are purchased and used in principle for new or updated vehicles in urban distribution vehicles in Guiyang, open the right of way for new energy logistics vehicles, support powerful logistics enterprises such as Guiyang Logistics Co., Ltd. to build a digital city distribution platform, and cooperate with social resources to put in new energy distribution commercial demonstration vehicles, as a vehicle pilot for right-of-way and intelligent freight dispatching, unified into the digital city transportation platform for scheduling. Demonstrate urban distribution, suburban distribution, and intercity distribution to neighboring cities such as Zunyi and Anshun. For urban takeaway, express delivery and other fields, strengthen the standardization and standardized management of electric two-wheeled and three-wheeled vehicles, and smooth the "micro-circulation" of urban transportation. Expand the passenger car scene. Focus on the commercial operation scenarios of time-sharing rental vehicles, support operators and individuals to purchase and use new energy vehicles, and guide time-sharing rental vehicle platform companies to carry out charging and swapping facility operation, car sales, insurance, maintenance and other services. Encourage private purchase and use of new energy vehicles, standardize the management of shared new energy vehicles and bicycles, and increase the penetration rate of new energy vehicles. Accelerate the electrification of vehicles in the fields of sanitation, urban postal services, urban logistics and distribution, and comprehensively promote the use of new energy vehicles in A-class tourist attractions.


3. Promote the promotion and application of new energy sanitation and short-distance heavy truck construction machinery. Take the lead in promoting and applying new energy heavy goods vehicles in specific scenarios such as sanitation, muck soil, concrete trucks, short-distance transportation, urban construction logistics and mining sites, and support the research and development or operation of new energy heavy goods vehicles.


4. Accelerate the retirement and renewal of old vehicles. Supervise and urge units using vehicles in the public sector to strictly implement the mandatory scrapping standards for automobiles to make room for updating new energy vehicles. Increase the elimination and scrapping of diesel trucks, encourage localities with conditions to study and formulate economic compensation and other measures, and promote the early elimination and replacement of old vehicles into new energy vehicles.

Expand the new energy vehicle and parts industry. Accelerate the release of production capacity of existing leading enterprises, promote the commissioning of key projects under construction, mergers and acquisitions to revitalize inefficient production capacity, increase the production capacity of new energy vehicles, and achieve breakthroughs in various fields of passenger cars, buses, commercial vehicles and special vehicles. Anchoring the development trend of lightweight new energy vehicle bodies, relying on the advantages of metal material resources in the province, vigorously develop key components such as aluminum alloy bodies, chassis, wheels, structural parts, and battery pack shells. Support vehicle enterprises to lay out core supply chains in Guizhou, and vigorously introduce third-party motor electronic control leading enterprises. Pay close attention to the direction of intelligent and networked technology, vigorously introduce key enterprises in perception, control and decision-making, and improve the industry ecology of intelligent networked vehicles. Focusing on the field of small lithium batteries, we will introduce high-quality enterprises of electric two-wheeled and three-wheeled vehicles to enrich the industrial pattern of electric vehicles. Strengthen the battery terminal industry. Facing the needs of high energy density, high safety and high charging rate in the field of new energy passenger vehicles, we will focus on the development of battery material routes such as high-nickel ternary batteries and long-life lithium iron phosphate, and explore a variety of battery technology routes covering hard shells, soft packs, cylinders and so on. Facing the high safety, high cycle life and low cost demand of new energy commercial vehicles and special vehicles, the company focuses on the development of lithium iron phosphate batteries. Seize the new track of energy storage battery development, support existing power battery enterprises to layout energy storage products, and introduce supporting enterprises such as energy storage battery inverters and energy storage integrators to improve the industrial ecology. Seize the opportunity of expanding the new consumer electronics market such as smart wearable devices and drones, introduce and cultivate brand-type consumer battery enterprises, and focus on the development of high-efficiency, lightweight and thin products. Gui'an New Area relies on the CATL project and Chery Commercial Vehicle Industrial Base Project to develop power battery terminals and new energy vehicle industries; Relying on BYD's existing production lines, the high-tech development zone improves the battery industry chain, and at the same time lays out BMS (battery management system), motor, electronic control and other related industries, and cultivates and incubates new fields such as energy storage batteries and fuel cells; Guizhou Shuanglong Airport Economic Zone develops new energy vehicle and parts manufacturing. Kaiyang Chemical Industry Park focuses on the development of lithium iron phosphate cathode materials, anode materials, electrolytes and related supporting facilities.
