Chongqing promotes the action plan for the construction of intelligent networked new energy vehicle infrastructure and services
(2022-2025)
In order to implement the "Chongqing Development Plan for Building a World-class Intelligent Networked New Energy Vehicle Industry Cluster (2022-2030)" and accelerate the construction and service of intelligent networked new energy vehicle infrastructure, this action plan is specially formulated.
I. Development trend and current situation
In recent years, the development of China's intelligent networked new energy vehicle infrastructure has accelerated, the number of charging stations, substations and hydrogen refueling stations has grown rapidly, industry technology has been continuously improved, super fast charging technology has developed in the direction of high power above 480kW and high voltage above 800V, and vehicle-network interaction (V2G) based on time-of-use electricity price and cloud management charging and discharging functions has been carried out, and orderly user charging strategies have been carried out to achieve "peak shaving and valley filling" of power grid loads; The standard system is gradually complete, power battery recycling is more standardized, storage and transportation are safer, reuse is more efficient, and the cellular vehicle-to-everything (C-V2X) vehicle-road coordination infrastructure is deployed in multiple scenarios on a large scale. The industrial ecology has been steadily formed, the vehicle-electricity separation mode has been transformed from technical research to commercial application, the commercial and financial model has been continuously explored and innovated, the comprehensive energy station has become an important direction of infrastructure construction, the charging and storage service has shown an integrated development trend, and the high-precision map has been deeply applied in the field of unmanned driving, and it has continued to iterate and improve.
Chongqing has a good foundation in the field of intelligent networked new energy vehicle infrastructure construction, with 270 existing charging facility construction enterprises in the city, and a total of 2,407 charging stations, 80 exchange stations, and 88,000 charging piles have been built, with good charging and swapping network service capabilities. Successfully established a national electric vehicle battery swap model demonstration city, and promoted the operation of battery swap vehicles in the public sector on a large scale. A two-way 128-kilometer vehicle-road collaborative demonstration road and nearly 100-kilometer urban demonstration road of Shiyu Expressway have been completed, with a total of 526 sets of roadside units laid out. The coverage rate of the expressway fast charging network has reached 90%, and the demonstration line of "hydrogen corridor, electric corridor and Chi Heng corridor" in Chengdu and Chongqing has been opened. Build a new energy vehicle and charging infrastructure monitoring platform and a new digital transportation Internet of Things big data service platform. In the next step, according to the development needs of the city's intelligent networked new energy vehicle industry, in accordance with the principle of moderate advance, we should accelerate the construction of infrastructure, continue to optimize the network layout, establish and improve the service system, and continuously improve service capabilities, so as to provide support and guarantee for the development of the intelligent networked new energy vehicle industry.
2. Development goals
By the end of 2025, the service efficiency, technical capabilities and coverage of the city's intelligent networked new energy vehicle infrastructure network will reach the leading level in the western region. More than 240,000 charging piles have been built, the coverage rate of charging piles in newly built residential areas has reached 100%, the public parking spaces with conditions in the central urban area have achieved full coverage of charging piles, the radius of ultra-fast charging network and battery exchange network station finding is not more than 5 kilometers in principle, and the highway service area has achieved full coverage of charging piles, of which the coverage rate of supercharging piles exceeds 20%, hydrogen refueling stations meet the needs of vehicle operation, and charging and storage comprehensive energy stations are widely promoted; Cultivate 1 leading enterprise in the power battery recycling industry, and build a national power battery recycling scientific research and industrialization platform; Take the lead in building an integrated application platform of "three networks" of energy network, transportation network and information network; More than 1,000 kilometers of vehicle-road coordination roads have been built, more than 1,200 intelligent network road testing facilities have been added, and more than 500 kilometers of smart expressway construction has been started.
3. Key tasks
(1) Accelerate the construction of energy infrastructure.
1. Accelerate the planning and layout of charging and swapping networks. According to the "14th Five-Year Plan" development plan of Chongqing's charging infrastructure, combined with the planning of power grid and road network, the layout plan of charging stations, exchange stations, hydrogen refueling stations and other infrastructure is formulated. Accelerate the planning of land for charging (swapping) facilities for operational new energy vehicles such as buses, taxis, logistics vehicles, medium-duty trucks, and heavy-duty trucks in central urban areas, and guarantee the land for the construction of charging (swapping) facilities. Make up for the shortcomings of charging and swapping infrastructure construction in districts, counties, townships (streets), and realize the "full coverage of districts and counties" of charging and swapping power stations and the "full coverage of highway service areas and townships (streets)" of charging piles. Accelerate the construction of residential community charging facilities, encourage charging operators to carry out "unified construction and operation" of residential community charging facilities, and implement intelligent and orderly charging. 3. Accelerate the construction of public service platforms. Optimize and improve the monitoring platform for new energy vehicles and charging infrastructure, promote the interconnection of vehicles and infrastructure, realize online monitoring and fault warning, and effectively improve the intelligent level of safety supervision. Strengthen platform data application and commercial operation, and create mobile terminal applications with public service functions such as aggregate charging, charging navigation, status query, charging reservation, and parking guidance. 4. Accelerate the application of new technologies. Accelerate the large-scale application of liquid-cooled high-power charging technology, promote the construction of new high-power high-voltage charging facilities, and carry out the upgrading and transformation of existing charging facilities in combination with power intelligent and flexible distribution technology. Take the lead in building a batch of high-power charging piles of 480kW and above in highway service areas, public charging stations, and refueling stations, and appropriately advance the layout of high-power high-voltage ultra-fast charging service network. Strengthen collaborative innovation on both sides of the pile, and promote the application of overcharging technology from mid-to-high-end models to low-end models. 5. Accelerate the construction of hydrogen energy networks. Make full use of the abundant industrial by-product hydrogen resources in Changshou District, Tongnan District and other places, and steadily promote the construction of facilities and equipment such as hydrogen production, hydrogen storage, hydrogen transportation, and hydrogenation. Support key districts and counties such as Liangjiang New Area and Jiulongpo District to build hydrogen refueling stations in demonstration areas such as parks and ports. Continue to promote the construction of the Chengdu-Chongqing hydrogen corridor, take the lead in deploying hydrogen refueling stations along the Yurong Expressway, support hydrogen energy industry enterprises to cooperate with related logistics enterprises, and continuously improve the demonstration operation scale of hydrogen fuel cell logistics vehicles in Chengdu-Chongqing intercity. (2) Accelerate the construction of vehicle-road-cloud integrated infrastructure.
1. Accelerate road informatization transformation. Actively carry out the transformation of intelligent road networks, accelerate the construction of vehicle-road coordination infrastructure such as C-V2X roadside units, realize intelligent interconnection of road communication facilities, video surveillance equipment, traffic lights, etc., to meet the needs of vehicle-road coordinated operation under complex conditions. Continue to expand the coverage of vehicle-road collaborative infrastructure, build large-scale IoV infrastructure networks at the park and city levels, and support the construction of smart transportation systems and smart cities. Promote the construction of key projects such as Chongqing Artificial Intelligence Innovation Center and Advanced Data Center of Western (Chongqing) Science City, build a high-performance computing power resource gathering highland integrating algorithm development, service support, operation guarantee and resource allocation, accelerate the construction of a national computing power hub, build a high-level computing power scheduling service system, continuously improve artificial intelligence computing power support, and provide low-cost large-scale computing power services for automotive software and artificial intelligence enterprises. Actively expand the application scenarios of waste power batteries and innovate the business model of echelon utilization. Promote the research and development and industrialization demonstration of a new generation of battery recycling technology, realize the standardized recycling, safe storage and transportation, and green and high-value utilization of waste power batteries in the local area, and strive to build an integrated industrial highland of battery recycling, storage, transportation and utilization with national influence. 2. Strengthen battery recycling evaluation and quality supervision. (4) Optimize the service guarantee system.
1. Promote the integrated development of "charging and storage mooring". Make overall plans to promote the construction of integrated infrastructure for charging, storage and parking, and encourage pilot demonstration applications of charging, storage, parking, and vehicle-network interaction. Use new equipment such as mobile charging piles and charging robots to integrate smart parking system data through big data technology to promote the interconnection and information sharing of intelligent parking and charging services. Improve charging and storage price support policies, explore and carry out V2G commercial demonstration applications, give full play to the advantages of large-scale and decentralized energy storage of electric vehicles, establish electric vehicle energy storage pools, and balance the peak and valley loads of the power system. Relying on the construction of renewable energy demonstration zones, encourage the construction of user-side energy storage projects in qualified charging and swapping stations to improve the local absorption capacity of renewable energy. 2. Research and compile technical standards. Promote the formulation of high-power high-voltage charging standards, revise relevant standards for charging interfaces, and organize the industry to conduct sample development and test verification. Explore the establishment of unified power exchange standards to improve the safety, reliability and economy of power exchange modes; Make full use of the application experience of energy storage facilities in the energy field, and establish an energy storage standard system covering energy storage systems, charging and swapping equipment and their applications. 3. Improve testing service capabilities.
