Policy interpretation: Shanghai encourages the development of electric vehicle charging and swapping facilities
In order to further promote the construction of charging and swapping infrastructure in the city, meet the charging needs of citizens, support the development of the new energy vehicle industry, and help achieve the goal of "dual carbon", the Municipal Development and Reform Commission, together with the Municipal Transportation Commission, the Municipal Housing and Urban-Rural Construction Management Commission, the Municipal Economic Information Commission, the Municipal Science and Technology Commission, the Municipal Bureau of Finance, the Municipal Planning and Resources Bureau, the Municipal Public Security Bureau, the Municipal Housing Administration, the Municipal Electric Power Company, the Shanghai Electrical Research Institute, the Shanghai Investment Consulting Company and other units, studied and formulated the "Shanghai Municipal Measures for Encouraging the Development of Electric Vehicle Charging and Swapping Facilities" (hereinafter referred to as the Measures). The relevant issues are now interpreted as policies:
1. What is the background to the promulgation of the Measures?
First, the state has proposed the goal of building a charging infrastructure system. The National Development and Reform Commission and other 10 ministries and commissions issued the "Implementation Opinions on Further Improving the Service Guarantee Capacity of Electric Vehicle Charging Infrastructure" in early 2022, proposing to further improve China's electric vehicle charging guarantee capacity, and form a moderately advanced, balanced layout, intelligent and efficient charging infrastructure system by the end of the "14th Five-Year Plan", which can meet the charging needs of more than 20 million electric vehicles. Second, the city attaches great importance to the construction of charging and replacing facilities. Since 2013, the city has introduced three rounds of support policies. Driven by the policy, the city's charging facilities have reached 507,000 by the end of 2021, with a vehicle pile ratio of 1.3:1, ranking the leading level in the country. 30 demonstration stations and 29 demonstration communities have been built, and the charging guarantee capacity has been rapidly improved. Third, the level of management of the construction of charging and replacing facilities needs to be further improved. Through the promotion of multiple rounds of policies, the development of charging and swapping facilities in our city has a good foundation, but there is still much room for improvement in the supporting facilities of newly sold electric vehicle charging facilities, the proportion of fast and slow charging facilities, and charging in old communities. At the beginning of 2022, the city issued the Implementation Opinions on Further Promoting the Construction of Charging and Swapping Infrastructure in the City (hereinafter referred to as the "Opinions"), making institutional arrangements for the high-quality development of charging and swapping facilities. The "Opinions" proposes to do a good job in policy support for charging and swapping facilities, strengthen financial support, and continue to promote this work.
2. What are the main principles followed in the formulation of the Measures?
The Measures follow the problem-oriented and effect-oriented, design the policy system around the Opinions, and follow the five principles. The first is to shift from balanced development to focus on the focus, focusing on the difficulty of charging communities and taxis. The second is to shift from construction to equal emphasis on construction and management, and continue the electricity subsidy and rating policy. The third is to shift from slow charging to fast and slow, and support "slow to fast" and high-level power replacement. The fourth is to shift from disorderly charging to orderly charging, supporting the interactive development of smart piles, intelligent vehicle networks and platform interconnection. The fifth is to shift from enterprise-based to multi-party participation of the whole society, and clarify the implementation of responsibility for the construction of charging facilities and the construction of community charging facilities.
3. What are the new key areas of support added to the Measures?
Intelligent destination charging and fast charging in the public sector are the main directions in the future, and there is a phased demand for power replacement in special fields such as taxis, and the Measures give key support to these areas. Compared with the previous round of policies, three new equipment subsidies have been added: First, the "slow to fast" demonstration transformation. A 30% equipment subsidy is given. The second is the demonstration of high-level substation replacement. For specific public service fields such as taxis, equipment subsidies of 30% and 15% will be given to general-purpose (that is, cross-model or cross-brand services) and non-general-purpose substations, respectively. The third is the interactive demonstration of intelligent vehicle network. A 30% equipment subsidy is given. At the same time, the Measures further increase subsidies for the transformation of smart piles, and the subsidy standard for single piles is increased from 200 yuan to 300 yuan.
4. How does the Measures support the development of community charging facilities?
On the basis of continuing to promote the construction of shared charging demonstration communities, the Measures add three new support measures. The first is to strengthen the promotion mechanism. The construction of shared piles will be included in the scope of comprehensive reform of the community. The second is to expand demonstration pilots. Retain the four subsidy policies of the demonstration community (equipment, industry committee, special pile kWh subsidy and residential electricity price), and expand the scope of support from shared facilities in the community to unified construction and unified operation facilities. The third is to support the construction of charging facilities for road parking lots outside the community and shared parking lots at different peaks to alleviate the difficulty of charging in the community.
5. How does the Measures support taxi charging and replacement?
On the basis of retaining the exclusive electricity subsidy of 0.4 yuan for taxi drivers, the Measures include taxi battery swap into the scope of support, and add a one-time subsidy for monthly battery swapping, the standard is 10% of the monthly fee, with a ceiling of 200 yuan per month, so as to encourage taxi drivers to use power swap.
