       On December 30, the Shanghai Municipal Development and Reform Commission issued the "Implementation Plan for Shanghai to Promote the Pilot Demonstration Construction of Carbon Peaking and Carbon Neutrality in Key Areas and Parks" (hereinafter referred to as the plan).

       The Plan proposes to expand the use and substitution of low-carbon means of transportation. Implement electrification, low-carbon, intelligent upgrading and replacement of transportation vehicles, and actively expand the application of clean energy such as electricity, natural gas, advanced bio-liquid fuels, and hydrogen energy in the transportation field.


Carry out green infrastructure construction. According to the low-carbon planning and development of low-carbon transportation vehicles, select and appropriately advance the construction of green supporting infrastructure, including new energy vehicles/lithium battery-assisted bicycle charging piles, supporting power grids, refueling (gas) stations, hydrogen refueling stations, port shore power, airport ground auxiliary power supplies, etc.

Implement and organize the "photovoltaic +" special project, accelerate the development of offshore wind power, promote the demonstration pilot of deep-sea wind power, and lay out onshore wind power and geothermal energy projects according to local conditions.
